Dr. Eng, SCAQMD Public Hearing 4/2/2016, pt 1

 

The South Coast Air Quality Management District (SCAQMD) proposed to accelerate ExxonMobil refinery start-up using a new procedure with nearly all pollution controls off, including the ESP (Electrostatic Precipitator), since the ESP caused the massive Feb. 18, 2015 explosion.  The ESP explosion did not occur during a refinery start-up, and the U.S. Chemical Safety Board (CSB) has yet to issue its Final Report on the root causes and recommended corrective actions to prevent another similar ESP event.

Dr. Eng expressed concern the new proposed start-up could result in the underlying causes for the original ESP explosion being ignored, making future refinery operations still unsafe.  He recommended waiting for CSB report completion, with the recommended safety items implemented.  This would allow a normal refinery restart with all the pollution controls in place, and be protective of the Public Health.
